This announcement serves as a public notice that at 7 p.m. November 17, 2022, the Escondido Union School District Board of Education at its regularly scheduled meeting will conduct a public hearing to discuss the purposes of presenting certain findings, taking public comment, and approving Resolution 2022-23-07 adopting the findings and approving an Energy Services Contract with Willdan Energy Services for the implementation of certain energy related improvements to district’s facilities.

The district’s findings shall provide, and the Energy Services Contract shall require, that the cost to the district to implement the energy related improvements will be less than the anticipated marginal cost to the district of thermal, electrical, or other energy that would have been consumed by the district in the absence of purchasing the energy improvements.

This announcement also serves as a public notice that at the same meeting November 17, the Board of Education will conduct a public hearing for the purposes of taking public comment, presenting the findings, and approving Resolution 2022-23-11 adopting a Finance Agreement and related necessary loan documents with Bank of America to fund the implementation of certain energy conservation improvements to district’s facilities.

Both resolutions, as well as related contracts and agreements, and supporting documents will be on the regular agenda for public comment and proposed action to EUSD facilities in accordance with California Government Code Section 4217.10 to 4217.18. The meeting will be held in the District Office Board Room, 2310 Aldergrove Avenue. 

The board is seeking input from parents and members of the community and welcomes comments and interest. The hearing will be open to the public in person and via Zoom. Each speaker who wishes to address the board must complete a “Request to be Heard” card located on the table at the entrance to the boardroom. Place the completed card at the recording secretary’s workstation. 

Comments must not exceed three minutes or 450 words in length. The board shall limit the total time for public input on each item to 20 minutes. The Board of Education is prohibited by law from taking action on matters discussed that are not on the agenda.
