CLASS SPECIFICATION
DEFINITION
Under the executive direction of the Superintendent, to plan, implement, direct, and oversee the fiscal and business operations of the District in a manner that will provide the maximum resources for the educational program; to keep the District in compliance with generally accepted professional practices and applicable laws, regulations, policies, etc; to provide District wide leadership in assessing issues and programs from a financial and business perspective and develop innovative solutions for the Superintendent, Board of Education, and others; and to perform other duties as assigned.
TYPICAL DUTIES
Directs and oversees general business functions including but not limited to nutrition services, maintenance and operations, custodial and grounds, purchasing and warehouse, accounting and payroll, publications, and facilities, planning and construction; evaluates the status of departmental operations and projects; selects, supervises, coaches, and evaluates departmental directors and other staff; coordinates work of various business departments to maximize resources. Conducts long-range financial planning for the District, including overseeing and participating in budget preparation and analysis; reads and researches a wide variety of educational, legislative, and technical publications in order to keep abreast with economic and legislative trends; manages and participates in the development of specific projects and plans regarding all aspects of district business functions; collaborates and interfaces with information systems and education technology personnel; identifies sources of funding such as bonds, COPs, TRANs, etc. and works with technical experts to develop analyses and proposals; provides estimates, projections, and recommendations for Board goals and fiscal aspects of negotiations; advises District Leadership on budgets, expenditures, and other fiscal and related legal matters.
Oversees and participates in the facilities development and improvement program, including working with the Superintendent and Board of Education to develop long range plans; works with legal experts, technical advisors, and staff on property acquisitions and negotiations, site development and testing, architectural planning, construction, and inspection; develops and oversees site improvement and deferred maintenance projects.
Makes presentations to the Board of Education, District committees, the City Council, and community groups for the purpose of conveying information, obtaining feedback and/or making recommendations regarding district services; responds appropriately to inquiries from internal and external sources; prepares reports and other written documentation for the Board of Education, the State, and other legal entities; serves as the District representative on various joint power organizations and as liaison to City, State, County Office, and other agencies as needed; develops and monitors programs, policies and procedures for the purpose of fulfilling applicable code requirements; collaborates with others in order to establish short and long range plans, meet organizational objectives, implement change and effectively manage projects; reviews contract language affecting the functions of the district to ensure adequate protection; serves as a member of the district’s negotiations team; represents the District in lawsuits, as appropriate, and monitors litigations; serves on Superintendent’s Cabinet. Performs other duties as necessary or assigned.
DISTINGUISHING CHARACTERISTICS
Assistant Superintendent, Business Services, is a single-position, exempt, management position that is also designated as senior management. The incumbent is primarily responsible for management of the fiscal resources and business operations of the District, as well as for leadership in maintaining its financial health and effective use of resources.
EMPLOYMENT STANDARDS
Knowledge of: Generally accepted accounting practices, principles of school finance, including revenue and income sources, and budget planning and development processes; standard business management practices and California law applicable to business operations such as maintenance, purchasing, nutrition; funding mechanisms applicable to California school districts; State construction program and process; principles of leadership, training, management delegation, control, measurement, and supervision.
Ability to: Direct and oversee a large division encompassing complex and varied business functions; demonstrate creative, effective, and principled leadership; supervise, coach, and evaluate the effectiveness of subordinate directors and other staff; exhibit a systemwide perspective, creativity, accuracy, and judgment in information and problem analysis and resolution; monitor trends and develop and implement long-range plans; adapt to changing work priorities and participate in many complex activities at once, demonstrating flexibility and operating effectively under pressure; establish effective working relationships with a wide variety of individuals and groups in and outside of the District; anticipate, prevent and resolve conflicts; solve complex, organization wide problems and demonstrate leadership in the development and implementation of change; utilize current technology tools and computer software to maximize workflow and perform duties efficiently; read, understand, interpret, apply and explain technical manuals, legal codes, administrative policies, reports and directives; make presentations and to communicate effectively orally and in writing; maintain confidentiality; demonstrate strong work ethic and high level of integrity; persuade, negotiate, and gain the trust and cooperation of others.
Essential Physical Activities and Work Environment: Work is primarily performed in an indoor, office environment. Travels frequently to schools and other locations for meetings, work inspections, vandalism/theft inspections, etc. Duties require the ability to read voluminous legal and technical materials and reports, computer screens, legislative reports and legal guidelines, etc. Must be able to operate a computer.
Typical Background: Position requires a minimum of five years of supervisory and management-level business and financial experience, including experience in a California school district. Responsibility for budget development and/or facilities development and financing is highly desirable. A Master’s degree in business or public administration, accounting, and/or education is highly desirable and a Bachelor’s degree is required. School Business related certifications and/or training preferred.
Licenses and Certificates: Possession of a valid California Class C driver’s license and use of an automobile or proof of an equivalent mode of personal transportation is required.
Qualifications: In order to be considered qualified for a vacancy in this classification, a candidate must possess the required background and successfully demonstrate such background, knowledge, skills and abilities through an examination process.
