Independent Citizens Oversight Committee
At a special board meeting on May 13, 2002, The Escondido Union School District Board of Education established the Prop K Independent Citizens’ Oversight Committee (ICOC). Ten members were appointed, representing the Escondido business community, parents, parent-teacher organizations, seniors, the San Diego Taxpayers Association, and qualified professionals in construction, finance, and other associated fields.
